This has been the case since the first introduction of color copiers. I gather it's a concession the manufacturers had to make in order to be able to sell color copiers at all. I also understand that in some countries in the world color copiers are still not legal.

Basically governments were/are paranoid about anyone being
able to make copies of colored "official" documents. The stealthy
introduction of currency detection in Photoshop reinforces this
assessment of government paranoia (and their lack of investment
in anti forgery devices such as clear panels, embossed holograms etc.)
