This answer may be too simple but I was experiencing something similar and
it was because I didn't have every user set to the same monitor resolution.
That is, the calibration was done with the monitor at 1280 x 960 and a user
may have been at 1344 x 1008 or anything other than the resolution the
calibration was done at.

Hope it's that simple.
