The most common and most valid reason I have heard for dots in a proof is
that the dots can predict moire patterns in the final output. This was a
good argument when we still used film, but with CTP, it becomes meaningless.
However, we still have no method of predicting moire - so have we
advanced forward, or are we just shooting in the dark?

I think the basic summary of this is that dot proofs still have a unique use
in proofing for mechanical purposes. If the client is worried about dot
structure and all the problems that can be created by it then a dot proof
can be very useful.
As far as color is concerned, high quality dot proofs can simulate final
color well but I think it is fair to say that they are no longer required,
in any way, for accurate color and can actually be much more difficult to
get accurate color from.
