Color management is never off in Photoshop. Even untagged, the appearance of
an image is still controlled. For example, if I open the file as untagged,
the appearance is determined by the meaning of the file's color numbers as
interpreted through whatever default RGB profile is selected in the Color
Settings.
On the other hand, if I assign my monitor profile to the file, its
appearance then matches what I see in the non-color-managed browser, since
that is what the browser uses to display the image file. I just found that
out.
