This printing conditions specified in your emails, are those of the 2005 edition? are they the same for 2004 and 2005?

Given that you don't supply ICC profiles of your CMYK printing conditions, is there then a library in Lab or XYZ of the Pantone Process swatches? that would allow a customer to match the process guide within his own printing environment, be it normalized (ISO or Gracol or Swop) or his own house flavour...

Also: does the color of the Pantone Process Euro swatches match the color of the US swatches (thus resulting in different CMYK values), or does the CMYK values remain constant (thus resulting in a different color), or neither?

The PANTONE  ColorCue provides RGB simulation values based on both the sRGB and Adobe 1998  RGB color spaces.
 
 
 
The CMYK data is  based on the PANTONE solid to process guide coated.  Thus, the values are  based on the workflow, which is clearly outlined in the copy pages of the  printed Guide.  While the inkset used meets ISO requirements for SWOP,  the workflow does not necessarily conform to all components of  SWOP.
