I don't believe there's a standard
as such, simply a recognition that the viewer's eye adapts to paper
white, so it makes sense to make the neutral axis relative to the
paper white rather than absolutely neutral. If you make grays
absolutely neutral on a blue-white paper with FWA's, the dead-neutral
gray looks yellow. If you make grays absolutely neutral on a yellowish
paper stock, they look blue.
