I suspect the idea is much simpler: cover some of the tube area with an opaque material, so there is no filtration effect at all, just less light. Physics implies that would also mean more heat...

It’s not so much the back of the lamp I’m worried about but rather what comes out through the front. Take the case of my desktop Solux lamp. I’ve invested much time and evergy to get it to spit out exact D50 chromaticities. If I throw any kind of material in front of it to dim it I’ll screw up the chromaticities :(
