Most of the prepress workflows from Creo, Screen, etc have tools to make
this compensation curve from data derived from measuring prints from linear
plates.
Most take the measured TVI and the target TVI and calculate the curve needed
to meet the printing/profile conditions you need on press.
Check in the manual are with the suppliers help desk, this is 'sometimes'
not covered in the training!
