Time to jump in,
my Prozessstandard Offset (seen that 3 s, I like that german reformed
language) says:
...the american densitometer manufacturers and the SWOP specifications
claim that
measurements should be done without a polarization filter, because the
eye doesn't
have these filters too.
Contrary to that, ISO 13656, Graphic technology - Application of
reflection densitometry and
colorimetry to process control or evaluation of prints and proofs,
and ISO 12647, the process standard print, suggest measuring with
polarisation filter, because this makes the measurements practically
independent
of gloss and dry-state of the material and inks.

2) aren't the wet and dry measurements supposed to be the same with
the polarized unit
