I'm in the process of profiling some lg format solvent ink printers, and
am running into saturation problems. If I restrict the single inks
using max Chroma, the ink coverage per channel is still fairly high
(90-100) requiring a much lower total ink limit (250%). So my question
is, where is it better to address the issue, in the ink restrictions, or
the ink limits? These printers are used primarily for outdoor signage,
so color saturation is of greater concern than a smooth grey-balance.

If you are running Solvent are you using Onyx?
If so then you are best to reduce the per channel ink limits first. Find the max chroma in each channel but also you have to watch your total ink. On many medias you will not be able to lay down 100 percent ink. 250% total ink does not sound too low.
Setting up large format or any printer it is a balance between how much ink you can lay down in all four channels (ink limit) and the devices gamut on that media (per channel ink limits.)
You should always start with per channel and then move to total ink.
