Deepest black possible with different Intents and Black Point Compensation?

Sorry if this turns out to be generally known info, but I noticed
something I wasn't expecting with some Inkjet profiles when using
Relative-- both when previewing with View>Proof Setup> Custom, and when
printing, in Photoshop.
If I choose "Relative" intent and "Black Point Compensation" the pure
black previews and (for the profiles I've printed from) prints lighter
than for any other Intent. I don't see this in the Proof Setup dialog
in Photoshop for any of the supplied CMYK profiles and I don't see it
for every inkjet profile. The other tones and near blacks change, of
course, but not the pure black. I have however seen this with canned
profiles from Epson and Canon as well as with custom profiles created
with ProfilerPro : If I turn on "Black Point Compensation" the pure
RGB=0 and near blacks go gray compared to the other intents. This only
happens with the Relative intent, not with Perceptual, Saturation or
Absolute. This means that for these profiles using Relative with Black
Point Compensation checked, the profile will never allow the darkest
black that the printer is capable of. I confirmed this on prints from 2
of these profiles.
Since it only affects pure black and almost pure black, it's subtle
enough to pass unnoticed for most prints. However, if an image contains
important areas of pure black it is very significant!
I don't remember ever seeing a warning about losing deep blacks with
Relative with Black Point Compensation turned on. Would people say this
is to be expected? Does it conform with the definitions of Relative and
of Black Point Compensation? Do other's using different profiling
programs see this same behavior with their custom profiles?
