I don't think it will be an absolute L* value, but it is the same for K and CMY as it is right now. I think the web conference on the process spelled it out as 0.54 density above the visual density of the paper, so this will vary based on the paper.

That's GRACoL 7. I was referring to GRACoL 6. But, GRACoL 7 doesn't
specify a color for that 50% screen, either. The gray balance is for
process control. Where GRACoL 6 and SWOP specified that dot gain at
50% should be X, GRACoL 7 specifies that 50C, 40M, 40Y should = a*0
and b*-2. L* is still up in the air, but I believe that it will come
down to equal to the L* of a 50% K.
