14 is the measure I get on the 400% CMYK patch printed in Step1. By the time
I'm done with the linearization, ink limiting by channel in Steps, I
actually end up with, worse, L* of 16.

I tried loading USWebCoatedSWOPv2 and FujiColorArt CRT3 as baselines in
Step1 but that does not improve the situation. I will try Alex's suggestion
of decreasing the amount of Light ink in Solids: I did not know it was
actually doing the opposite of what I thought it did!

Which media is that?

No it is always decreasing all the way to the very right of the graph.
