Yes, it's related by the device response.
The whole point of display calibration is to get the response to
conform to a target curve. The RGB is the unknown (the bit
that has to be calibrated). The XYZ is what you measure (the
known). The relationship between L* and Y is how you turn
the definition "linear in L*" into the target Y you want to
adjust the RGB curves to be adjusted to meet.
