The issue is about how closed the data formats are. The underlying system
itself will (of course) be proprietary, and no one could expect anything
but that. Even if the formats are reverse-engineerable, the question
is how protective Microsoft will be of them (copyright and patent claims).
If their current approach to the MS Office 12 XML format is anything to
go by, then the formats might be open enough for third party developers
who also develop proprietary tools, but not quite open enough for everyone else.

Various parties have called for more open standards for document
interchange, but whether this will carry over to more specialized
formats such as color profiles, remains to be seen. See
<http://www.mass.gov/Aitd/> and their "Enterprise Open Standards Policy"
for an example.
Perhaps other parties involved in color should try and persuade Microsoft
to release their WCS formats on (at least) a similar basis to that
used for MS Office 12 XML files ? Perhaps they intend to do so ?
