Richard,

You don't mention proofs or a printer. You only mention pdf's. If this is really all you need I would suggest that they purchase Adobe Creative Suite 2. You can setup the color to be syncronized across Photoshop, Illustrator, InDesign, and Acrobat. Each of these current applications can output pdf's directly.
