Either the X-Rite 528 or Gretabmacbeth Spectro-Eye spectro-
densitometers will fill the bill nicely. The 528 will do all you ask
and so will the Spectro-Eye (with the Spectro-Eye, just make sure you
get the "Pressroom Function Pack" or whatever they're calling it).
Expect to pay between $4,000-5,000 for either of these units.
The Spectro-Eye is arguably a bit more versatile since it can be had
with switchable filtration (No Filter, UV-cut, Polarization, etc.).
Filters are built-in in to the instrument are switched from the front
panel. With the X-Rite unit, you can also get the extra filters but
you have to manually change them (not a big deal though).
Probably more important is finding out what what your friends in
Singapore are using so you can purchase the instrument that will have
the best correlation with their instruments.

Requirements are the ability to read densities, calculate dot gain,
read Lab, calculate delta E, store readings, check calibration, and
anything else I need but have forgotten to mention. Aperture must
be small enough to read standard press sheet color bars.
