A few methods, from difficult and/or expensive to easy:
- ISO 2470:1999 Paper, board and pulps -- Measurement of
diffuse blue reflectance factor (ISO brightness)
that you can purchase there:

and which requires special filters.
- A spectrometer/colorimeter (WITHOUT a UV filter!) that
you use to monitor the L*a*b* coordinates and spectrum
shapes
- A comparison with a white target, either visually or
with any digital camera (which can provide a quantitative
