I'm chiming in a bit late on this one, I'm not sure exactly which post this
should apply to. But it does apply to the general thread.

Acrobat Distiller and InDesign (if I recall correctly) will pass through
JPEG compressed images without re-compressing them. There is a Distiller
joboptions parameter to "save original JPEG images in PDF if possible" under
the advanced tab.
