How meaningful is quality without consistency?

I don't care where anybody is from, but I have enough problems communicating with local printers who speak the same language I do. I can't imagine any monetary discount that would compel me to outsource any of my work to China. Maybe if I was running off billions and billions of weekly celebrity gossip magazines nobody actually ever read or something I'd consider it, but I'm not and never plan to.
