I would say: the same way that it is relevant to WCS. The Microsoft document
that I have read mentions a "capability for simple measurement-based
profiles with viewing condition tags that can be changed as necessary."

Correct me if I'm wrong, but I take this to mean that profile creation is a
capability directly available within their WCS solution.
I'm not following you. You just reinforcing how different WCS is from
Colorsync. WCS is quite different, hence CIECAM02 is directly relevant
to the sort of operations it performs. Colorsync has no (current) operations
where a color model could be relevant.
As for WCS creating profiles on the fly, it will be interesting to
see how successful the approach is, for anything above the corporate
or non-color savy, end users. At the end of the day, there might well
still be a market for a high quality profile making software to translate
instrument readings into "pre-digested" WCS "profiles", so that WCS doesn't
have to do any interpolation or extrapolation, and so that the profiles
accuracy can actually be evaluated, rather than being hidden from view.
That is why Apple may wish to rethink its publicly-stated unwillingness to
integrate CIECAMs into its color management architecture. (But who am I to
tell Cupertino how to run their business...?)
What I'm pointing out is that from a technical point of view, there is
nothing to use CIECAM02 on (and therefore you can't actually miss it).
Within the Colorsync/ICC workflow, it's the profile software makers that you
need to be railing about.
Now if you would like to see Colorsync and/or the ICC move away from
"Dumb CMM" towards "Smart CMM", by all means campaign for it. CIECAM02
may well be a component in a smart CMM, but to be recommending CIECAM02
when there's nothing to apply it to, is rather putting the cart before
the horse, IMHO ....
