Actually, the situation that Chris Murphy was describing applies only to
display profiles. Here's a summary of why:
It's an interesting article, but I don't see the relevance to
the discussion. As far as I can see, mention of "incomplete
white point adaptation" is a red herring in trying to explain
the logic of ICC V4 throwing away support for Absolute Colorimetric
intent for Display profiles.
As a first order approximation, the assumption that the viewer
is completely adapted to the image they are viewing on a display
is a good one. People would complain if their Perceptual
rendering of white on a display isn't the display white.
The article deals with the next order of refinement.
The V4 changes in fact lock this 100% adaptation assumption in.
If one were to attempt to deal with incomplete white point adaptation
on displays, one needs to know the absolute response of the display to do
so, and the ICC V4 changes work against such consideration.
