Yes, at least the Kodak Approval can and I suspect other laminate/traditional halftone proofers can as well. You have to purchase the license for the screening though.  Inkjets already print a flavor of stochastic screening by default, but in order to print FM screened 1 bit tiffs, you’ll likely need a descreening option, as they can’t handle the 20ish micron resolution . At least that’s how it is with GMG.
