I would say that the Preserve Numbers option is not just about soft proofing, but what you want when you are sending files to print or PDF, and you want to send your CMYK values unchanged with (or without) the option of assigning a profile to those values. Unless you're sure that you are willing your CMYK to be converted downstream, it's the only safe thing to do -- outside of turning color management off, which is way overkill.
