Why not ? You can't get a predictable tristimulus color match for an
unspecified viewing environment - it's implicit in converting from
spectral information to tristimulus. So knowing or assuming
a viewing illuminant is something you are doing in any case.
The only exception would be the use of a (hard to come by)
spectrally matched proof.
What could be done, today, with spectral irradiance data down to 360nm or
even 300nm? Say, using an OceanOptics type of spectrometer.
Characterizing standard viewing environments (say commercial
viewing booths and their luminaires) would be a good start.
