To have *one* proofing papers suitable for all press conditions.
Logically this can't work. If there are multiple types of paper
used on presses (and there always will be), then one proofing
paper can't emulate all possible FWA responses.

UV whitener inks in it, plus an FWA calibration scheme,
so that the appropriate level of FWA could be laid down
on the FWA-free media, before applying the CMYK inks.]
The practical alternative would be for a proofing paper
manufacturer to have a range of FWA levels in a base paper
type, so that you could choose a match to the target.
This would make manufacture and stocking a bit of a problem though,
and paper manufacturers tend to like to spend that effort on
offering papers with more obvious differences.
