Short answer, yes. Profile the the proofer if you must. Slightly
longer answer, device link the proofer profile to appropriate press
condition and let RIP make final color transformation.

Doesn't this place a pretty large assumption in the workflow - that the printer in question is printing to a standard? On the other hand the printer is running to their own proofs every day. They must feel some measure of confidence in their ability to match these proofs.
Without an opportunity to gather some data, I think it might be more dangerous to assume a standard print condition.
I agree with you on another level; I'd rather have data relating to a press than a proofer. But in this case the proof is a more valid benchmark.
