It's unclear what you mean by "create lines".

Even if the L* values had been expressed in two decimal figures, what's my reference for knowing
whether or not the distinctions are important enough to produce a line?

The intended use of the CIELAB colorspace ?

Unlikely, since 0.1 is 10 times smaller than 1, 1 being
the nominal "just noticeable difference" (but of course using
CIEDE2000 on the two values should give a more reliable measure
of difference visibility).
