First of all, L*a*b* uses a 0-100 scale in the L* channel, but 255 levels
(from -128 to +127) in both a* and b*. So, that means that the only place
where one would want to see the internal decimal precision in 8-bit L*a*b*
is the L* channel. Neutrality in the a* and b* channels doesn't get
affected, because they have 255 levels each already, the same as the 0-255
scale of the 8-bit architecture.
As for the rest of your question (the part not about L*a*b*), I frankly have
no idea what you are attempting to ask, and it would help if you clarified.
