OK. You guys convinced there is nothing "European" in "ISO Coated" or
"Fogra39 Coated".

On the contrary, there is. Fogra 39 data (as well as Fogra 27 did) reflects a dot gain typical of film-based workflow with positive film and plates. That's what's "European" about it. A US-based printer working with film (typically negative), will have a hard time matching it.

ISO 12647-2 proposes dot gain curves (or rather, a correction) for
negative film/plate conditions too. What would prevent anyone to build
an ISO 12647 based dataset and profile for negative film condition,
and then publish the profile as being 'ISO Coated' ? it would be the
negative-film flavor of ISO Coated, as ISO as the positive-film flavor
one.

talk about confusion!!
