The old OS9 app Levels 1.2 by Bruce Lindbloom will do this, but it's not command-line driven, and Bruce has no plans to release an OSX version. It works with grayscale, RGB, CMYK, Lab or PhotoYCC (i.e. Photo CD) color types. and both 8 and 16-bit files. LZW not supported.
