Greg, I remember running into a similar problem with Ai10 to PS7 - maybe it
is still the case with CS. I have notes from that experience below.
Hopefully they will be helpful...

GOAL
to export to PSD file from Illustrator and open the PSD file in Photoshop
with all layers intact and all transparency, blends and text still editable.
DISCOVERY
total number of nested objects (object assigned to a layer) cannot exceed 3
This leaves two options...
Option 1: 3 or less nested objects
Option 2: create a separate layer for each object
COMMENTS
+ export will only rasterize visible elements
+ content can be selectively exported based on what is visible
+ this works with either hidden layers or hidden objects (Cmd+3)
+ note: if page size export is desired, a page-sized Ai element must be in
file AND visible. Without this, the export will crop to the content
All this means that separate Ai files for each PSD export are not necessary
WARNINGS
watch out for grouped elements, both obvious and subtle
grouped elements will rasterize together even if they are hidden!
this could greatly increase the size/time of the PSD export
Workaround...
use "Group Select" tool to select desired objects
cut and "paste in front" with "paste remembers layers" checked on
this will "ungroup" even subtle grouped objects
note: for some reason this workaround doesn't always work?!
