"minimal licensing requirements"?
#1 That's free as in "free beer" but not Free as in
liberty. The problem with "free beer" arguments is a
day of reckoning usually comes where the free beer
consumers regret consuming the free beer. Adobe's
deal with Kinko's is a good example.
#2 Those minimal licensing requirements are arbitrary
and capricious such that they are used to discourage
interoperability, discourage competition, and raise
costs.
Downplaying the notion that this is an okay kind of
free is doing a disservice to the entire graphics
industry.
They'll probably succeed on this front to the
detriment of every other aspect of the imaging industry.
