Measure tool will generate a target for the Isis, but not a bar-
code as far

Yes, it does. Just check the box labeled "Generate barcode." And this
applies whether you're using an existing reference file, such as
Atkinson's, or building your own custom target.
You do need to be careful with the file naming (check the sample
files) but the barcode includes the filename for the data.
The default naming scheme supplied by MT is actually pretty good: For
example, the Atkinson 4320-patch CMYK target (2 pages for the iSis
XL) comes up as "2P_TC4320 Eye-One_iSis." Or you can make up your own
name.
BTW, has anybody bothered to compare the results obtained with the
Atkinson targets and those (with similar patch counts) built by
Measure Tool, or, say, ColorPort?
