At www.color.org/version4html.org Safari 3 on Windows Vista passes all four quadrants with flying colors. IE 7 on Vista does not pass any quandrant, which is hilarious considering the Mac version of IE on Mac OS X 10.0 many years ago had at least v2 support (although not by default). I'm not finding a switch anywhere to turn it on either.
