Hi List,
OK, now I know how ∆H is calculated, i'm looking further into the
tolerances specified within the standard.
Paper Colour max 3∆E
All Patches of chart 6∆E
Average of all patches of chart 3∆E
Grey balance patches Average ∆H of 1.5 - So no maximum?
Outer gamut patches Average 4∆E - the list of the outer gamut patches
lists paper, primary and set CMYK patches
So is there now no specific primary tolerance?

Dannys formula is correct, and the one is used by the fogra too.
To summarize:
dH = sqrt ( dE^2 - dL^2 - dC^2 ) or:
dH = sqrt ( da^2 + db^2 - dC^2 ) which is the same
where
dC = C1 - C2
C1 = sqrt ( a1^2 + b1^2 )
C2 = sqrt ( a2^2 + b2^2 )
