Richard,
In our experience, and we deal strictly with overseas printers in Korea,
Hong Kong, and China, the color bars serve primarily as a cursory check to
validate the accuracy of the proofs submitted. Generally speaking if the
client converted the files to our profiles correctly, the color bars will
give us a quick visual check to see if there is anything obviously wrong,
for example, the client may not have used the proper printer work flow for
using color management (perhaps applying the profile twice...once in
Photoshop and again in the printer driver). If the colors appear to be out
of balance, we will then do further measurement of the color bars and most
certainly output a proof of one or more sample pages on our own proofing
equipment. But again, if the files were converted correctly to our profile,
and they followed correct procedure and workflow in making their proof, and
of course their equipment is properly calibrated, we should have no problem
matching their proofs.
But to answer your question specifically and more accurately, I will check
with our prepress manager tonight in China and ask him how exactly the color
bars are used once they receive the proofs.

This is a question for any printers, sheet fed or web, out there. Do you
demand color bars on contract proofs made from inkjet printers? If so, what
is that you could measure on a color bar that would tell you that the
supplied proof is in your printable gamut? We supply contract proofs from
Epson 4800s, driven by EFI rips and set up to emulate average sheet and web
conditions and have no problems getting reasonable matches to our proofs.
Some of our major print vendors have no need for color bars while others
insist on them. Any thoughts?
