Preview PDF Compatibility Level

Hello,
I have a question about generating PDFs from Preview. I hope this is the
right mailing list to ask this question.

One of the ways I found to reduce the size of a PDF is to open it in Preview
and then use 'save as' to save it using the Quartz Filter.
However, Preview exports the PDF with PDF Compatibility level of 1.3 but my
submission website wants at least 1.4.

Is there a way to change a setting somewhere to force Preview to generate a
1.4 Compatible PDF?
