Andrew,

SilverFast PrinTao is able to do so. It's not free but with US$ / EUR 49,- it's close and you get "RIP"-functionality with your regular printer driver on the side.

It's how I print my targets for building a profile and the way to do it is by choosing <No Profile> as a printer profile and <None> as default icc profile in the options.

And just before anybody asks: No, SilverFast PrinTao will not require a scanner ;-)
