I think you're overstating this a bit, Mike.
The state of the CM industry is not as good as it could be, yes, because
companies necessarily have to make all sorts of compromises, due to
practical and other reasons having to do with economics, resources, internal
politics, competitiveness, etc. -- besides which, the understanding of CM's
capabilities and possibilities is a work in progress for all of us,
companies included.
But its implementation hasn't "failed" by any stretch of the imagination,
specially when you compare it to the alternatives.

We all expect better, and perhaps one day we'll be lucky enough to see that
happen. :-)
