Is this " rendering" part of the conversion from RAW to Jpeg where colour data is first created or does it refer to input profiles that assign different chromatic values to identical file data. I guess my question is, are there two conversions, a primary conversion from RAW to JPEG where demosaicing takes place and RVB data is determined, and then a second ICC colour conversion where the file data is converted to the sRGB colour space using one of a selection of generic input profiles?

A camera does the same as a raw converter. It converts the raw data into RGB data existing in an internal colour space. Like with raw converters, these internal spaces will probably be pretty wide. Out of this internal colour space the data are then converted into either sRGB or Adobe RGB. That last conversion is relatively straightforward, I would assume.
