Z series HP plotter

Can anyone tell me which paper media setting for the Z6100 plotter puts down the most ink?

  My client wants to print with thrid party 46lb bond paper and we cannot get a good print with a rich, dark black. All results are flat and the colors are only printing about 85% of strength.

  I have tried Colorfast Vinyl and at least a dozen different Bond and coated paper media settings. Of course we have followed the HP calibration and profiling procedure and I've used EFI Profiling Suite as well. I even generated an EFI profile with 400% total ink and the HP still printed flat and this paper stock.
