Here are the D50 2-degree observer L*a*b* values for my 1989 vintage
Q-13 (kept in the dark with my collection of color samples).
ID L* a* b*
"Light Blue" 95.25 0.12 6.01
"Blue" 46.11 17.02 -26.83
"Light Cyan" 93.16 -4.08 6.24
"Cyan" 57.29 -39.34 -39.09
"Light Green" 89.50 -6.69 16.56
"Green" 55.92 -54.49 32.14
"Light Yellow" 93.69 -2.85 38.29
"Yellow" 90.00 0.42 88.46
"Light Red" 84.85 12.19 30.09
"Red" 53.31 63.98 36.87
"Light Magenta" 90.80 7.28 18.07
"Magenta" 49.20 74.15 18.47
"White" 96.93 0.01 4.21
"Light Brown" 75.74 0.51 29.47
"Brown" 40.26 10.06 9.93
"Light Gray" 91.93 -0.59 8.12
"Black" 20.01 1.73 1.02
"Gray Surround" 64.73 -0.28 3.70
Use these at your peril, for, as Roger Breton has noted, there was no
standard for the Q-13, or Q-14, color patches. As far as I know, the
Q-13 or Q-14 were used to visually guide color separators, they were
not used as a color reference standard.

That's a Q13. That target was popular with films but has fallen by the
wayside with digital. The problem with this chart is that it wasn't
produced
to close tolerances like the Munsell charts to be able to speak of
useful
"averages" -- not that I know of. That chart is printed with CMYK
inks so
its colors "values" are only specified with screen percentages like
100%
cyan and so forth. The best you can make is to have access to
"typical"
CIELab values for each patches, and convert them to RGB if you need,
thereafter. So that you could use them in your workflow.
I guess the Q13 can still prove useful in color reproduction.
Does anyone know the average RGB values say Adobe RGB or ProPhoto RGB
assuming D50 illuminant (or LAB) for the Kodak Color Control Patches
target? Looks like this:

I just got an image from a client with the control strip in it, but
having never seen the chart before, and of course not being supplied
the original one, I don't know the values of the colours.
Appreciate it.
