Pantone has 2 different version of their color guides.
One is for international use and is based on US standards but nobody
knows what these standards are! Pantone created their version
of the standard and the values are specified in the CMYK process guide.
For Europe they made the EURO version of their coated and uncoated process
guides.
They are (partly) based on ISO 12647-2 and have the following specs.
Densities: K = 1.70 C = 1.50 M = 1.45 and Y = 1.00
Dot gain (TVI) at 24% = 12%, at 50% = 16% and at 75% = 12%.
Gray balance values quarter = 25, 19 and 19%, midtone = 50, 40 and 40%.
Three-quarter = 75, 64 and 64%.
The differences in TVI can be 3% up and down.
The DeltaE differences between 2 pages in the same guide 3.
The differences between old and new guides are sometimes deltaE 12
with substantial differences in hue.
That's why they warn the user in advance for aging, fading and the differences
between old and new versions and between European and American versions.
As long as we use different characterization data in US and elsewhere the
Pantone
organization is not able to make just on version for coated (IC instead of
C and EC)
and one for uncoated.
