Further notes on my comments about ink and printing presses:
Where printers have in-house ink manufacture (some rent space to ink
manufacturers to provide on-site manufacture) they can establish
baseline color and ink tack standards that can be met by the ink
supplier.
That is usually done with an agreement on what the Lab color values
should be for the process inks.
Mixed spot color inks require that the mixing colors of the ink
standards firm (Pantone, for example) be met.
Then, as I have seen in several printing plants, the mixed colors are
proofed, measured and a record is kept (sometimes a small vial of the
ink is kept, too) of the resultant color.
In printing companies where Lean Manufacturing is practiced (where
process control is in place), each batch of manufactured ink is
measured and logged in a record for compliance with the company's
standards for color and tack (and other characteristics, as agreed
with the ink supplier).
Major ink suppliers, Inx, Flint, and others offer compliance process
control to printers.
Though it is costly, it's well worth the effort, because it reduces to
a minimum the possibility of the ink being out of compliance from job
to job, or batch to batch.
The best printers have this kind of process control.
