You seem to misinterpret what I said.

No, the instrument might be right. If you think it should be 32.6, but you
missed a resistor to ground, it might really be 23.6. You won't know until
you check the instrument and your experimental setup. If you throw the
instrument out, or ignore the measurement - you may have missed something
important.

We were talking about experimental measurements. And I know I would not
trust an engineering lab that failed to check for the cause of anomalous
measurements.
