That "the measurement itself is just a number (or set of numbers) - by
itself, it cannot be wrong"? I measured X, so that measurement must be
correct? That's naive. You're given an assignment - measure the voltage
between points A and B. You make a measurement and get a number. Whether
or not that number represents what you think it does is another story.
You report back, "The voltage across A and B is 26 millivolts." Now, you
want to insist that your number must be right? If you make the
measurement 10 times, you'll get the same result? Today, tomorrow, next
week? You have the utmost confidence in that number because... a
measurement is a number, and therefore measurements can't be wrong?

Well, I was a University scientist for ~30 yrs studying viruses using all
sorts of equipment, and I think I agree with Chris!
Using the example you cite above, the measurement you made using your
instrument was that it recorded 26 units on its digital or analog scale.
Providing you didn't misread the numbers or miscount the divisions on the
scale (and you double-checked to make sure) that measurement, on that
occasion, is absolutely correct and cannot be wrong. It measured 26 units.
Period, as they say!
Now what those units represent, and whether you will get the same
measurement on another occasion is another whole ball game.
Isn't it just that simple? Or am I getting simple in my old age?
