New SNAP Standard (GCR instead of UCR)?

I've just been handed a spec sheet for a job that will be printed on
newsprint (it's an advertorial for our automotive client). On the spec sheet
it specifies using GCR (as opposed to UCR). Apparently this is the new SNAP
standard (new standard was established this month, August 2009 based on spec
sheet I was given). This is the same standard specified by the NAA
(Newspaper Association of America).

I'm curious as to why the newspaper industry would switch to a standard that
requires more ink on paper. Better presses? Better stock? Would love to get
people's comments on this, especially to those who've already used and
printed using the new standard.
