printer? Calibration (plus characterization) of the monitor?

In a RIP, control is not take away from the OS: it's taken away *from the
manufacturer's driver*. Which is what ImagePrint, ColorBurst, and other RIPs
do.
But the OS still runs the whole system, necessarily so, and hopefully in a
way that does not interfere or pose obstacles to the proper functioning of
the RIP.

Which cases are you referring to that use more than one ICC profile in
color-managed workflows?

That sounds like a feature request that you may want to direct at
manufacturers.
It also presumes a concordance of features, terminology and workflows across
manufacturers which is often not the case. More often, manufacturers do
similar things using different procedures, and even different vocabularies.

Lack of transparency and insufficient support documentation for software and
hardware have been an ongoing problem in the color management industry, and
I don't expect that to change any time soon.
Thorough testing and sharing of information with experienced colleagues
remain the best tools against such lack of clarity.
