So it still seems unlikely that 3rd party developers will ever see a
SDK for Mac/Win for the DreamColor Display, and on those platforms,
what's available is HP's software, and that's it.

to write apps for other platforms, or does the SDK involve
distribution of a library that is not portable? Are the equivalent
SDKs for other platforms available? The rest of the code, at a
glance, seems adequate to work with the DreamColor.
And to Karl Koch, are there any plans now to update BasICColor
Display to handle the DreamColor (or is it too unlike other monitors
to make it worth the development effort)?
Graeme Gill told me that he's interested in implementing hardware
calibration support for the HP Dreamcolor (and other displays with
internal LUTs) in his open-source cross-platform colormanagement and
profiling solution "ArgyllCMS" as soon as he has such a display.
Donations to his project can certainly precipitate the development: see
<http://argyllcms.com/> ("donate" button at the bottom of the page)
BTW: his Munki driver is already in public beta status :-)
